Between 1919 to 1945 there existed an organization that was supposed to allow the nations of the world to come together and talk out their problems, to enforce world peace and to provide aid for nations in time of need. This was called The League of Nations.
The League of Nations was the idea of the American President Woodrow Wilson. He came to the peace talks at Versailles with the goal of convincing the nations of the world to agree to this organization's creation and to have them join it. He was successful in getting the world's leaders to agree but then faced rejection from his own Senate when he got home. The American Government voted against their President's wishes and refused to join the new league.
Without the support of the American forces the League lost a lot of credibility. It was also a fact that the League had no troops or forces of their own, but relied on the volunteering of troops from member countries. They were never able to fully establish themselves as a powerful peacekeeping force.

Failures by the League of Nations
Invasions by members of the Axis powers proved to the world that the League of Nations had no power in itself to solve world problems or to maintain the peace. This only made the aggressive countries braver and more willing to attack weaker nations, thinking that nothing could be done to stop them.
